The Chinese Embassy in Manila received two diplomatic protests late Wednesday from the U.S. State Department and the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), the head of the U.S. Embassy’s office in the Philippines said on Twitter.
China has declared part of territory claimed by the Philippines its southernmost province of Hainan, Locsin said, adding that radar cannons have been aimed at Philippine naval vessels in its waters. China recently announced the creation of two districts to administer the disputed archipelago in the South China Sea to bolster its claim to virtually the entire waterway, the world’s busiest. One district reportedly includes Paracel Island, the other the most hotly contested territory: the Spratly Islands.
A Chinese navy ship pointed its radar guns at a Philippine navy ship in the Spratly Islands in mid-February, a Philippine government official told the Associated Press news agency. The Philippines is closely linked to the offshore region, where China has turned seven disputed reefs into militarily fortified islands, including three runways. Beijing insists it has the right to build on what it has claimed as its territory since ancient times, but several governments, led by the US, have condemned the island – which has been seen as a dangerous provocation in recent years.
The radar turned on before an actual attack on the target of the weapons, the official said, but the radar did not fire on the ship’s radar.
In the same week in May, China launched a media campaign that suggested that the claim to Huangyan Island was a violation of its sovereignty.
Fu Ying called on the Philippines to remove its ships from the waters around the island, adding that it had severely damaged “the atmosphere of bilateral relations” between the two countries. The Philippines and China, two of the world’s most populous countries, are embroiled in a long-simmering territorial dispute in the South China Sea. Dubbed Panatag Shoal by the Philippines, the islands have been the source of a long-running dispute between them.
The Philippines expressed solidarity with Vietnam after Hanoi protested that a Chinese ship had rammed a Vietnamese fishing boat carrying eight fishermen in disputed waters. The Philippine Foreign Ministry said a “Chinese vessel rammed and sunk a Philippine fishing boat on Tuesday,” leaving 22 Filipino fishermen floating out to sea.

Amnesty International Philippines has responded to reports that President Rodrigo Duterte has ordered a newly promoted police chief in the city of Bacolod to “kill everyone” over the spread of illegal drugs there. The Philippine authorities must ensure that justice is done and that this lawless and murderous campaign is brought to an end now. Amnesty International called on the government to conduct an independent investigation into whether the weapons found at the group’s compound were used. The Philippine government is focused on investigating police abuse, “the report said.
Senator Leila de Lima was recently included in the Defending Freedoms project by Tom Lantos of the Human Rights Commission.
Philippine authorities should immediately release Senator Leila de Lima, who has been detained for three years, and drop all charges against her, the Human Rights Commission of the Philippines (HRC) said today. De Lima is being held at the headquarters of the Philippine National Police, and there is no evidence that she is being held in violation of her human rights. Peru’s mistreatment reflects the government’s disregard for the rights of its own citizens and the international community.
She was arrested by authorities in August 2015 as they investigated extrajudicial executions carried out in connection with the anti-drug campaign.
